As the leader of a nationwide program of Merchant Marine Officers in the Naval Reserve, sets policy and standards satisfactory to the Navy, the industry and regulatory agencies.

Prior Positions:

  • Naval liaison to the U. S. Maritime Administration and the maritime industry, and all seven maritime academies on issues affecting the industry and the Navy
  • Program Sponsor, Merchant Marine Reserve, USNR
    • Established first training curriculum
    • Obtained approval for Standards of Training, Certification,and Watchkeeping for Naval Reservists
  • A central coordinator in ensuring the maritime academies sponsored by the states receive the assistance they need to ensure access and affordability for those not otherwise able to afford a college level education
  • Capitol Hill liaison on Merchant Marine issues
  • Environmental Protection Specialist, Bridge Administration Division, US Coast Guard Headquarters
    • Coordinated Code of Federal Regulation (CFR) on bridge closings
    • Evaluated proposed bridges and bridge alterations for their effect on maritime traffic
    • Conducted Truman-Hobbs reviews for federal assistance in bridge building
  • Marine Operations Specialist, Merchant Vessel Personnel Division, US Coast Guard Headquarters
    • Deck Examination Section Chief
    • Conducted review of examination processes leading to current, automated examination production process
    • Commended by the Chief, Marine Safety, Security, and Environmental Protection for work on regulatory review panel
  • Merchant Marine Program Manager (Active Duty), Commander, Naval Surface Reserve Force
    • Manager for a nationwide program of over 2,500 officers; the largest officer program in the Naval Reserve
    • Commendations from the Commander, Military Sealift Command, Deputy Chief of Naval Operations (Logistics), President, Naval War College, and numerous ships and stations
    • Coordinated use of Naval Reservists aboard merchant ships during Operations Desert Shield
  • Master Mariner
    • Experience sailing in every licensed rating aboard a wide variety of vessels, including research ships, tankers, container ships, dry cargo ships, and offshore support vessels.
